GIMP or ImageMagick are what I would use for this.  With ImageMagick, 
you can use the "convert" command to scale the image.  Just keep in 
mind, when you upscale an image, its quality will suffer since image 
data is being "created".   If you're not worried about that, either 
of those tools would work.  It's been a VERY long time since I've 
done this BUT there was a free Windows utility you could install that 
would add image scaling to the context menu of an image file.  So, 
you could right-click the file and choose the "scale" (whatever it's 
called) menu option to scale it up or down.


I just don't know if that utility exists still or if it's compatible 
with Windows 10 or 11.
