This is just a guess, but it sounds like an issue with the
shell command rather than the terminal.  Are you using the
default shell, bash?

If so, do you have a custom PS1 or PROMPT_COMMAND?

Having non-printing characters in the prompt string which
are not properly escaped can cause this sort of problem.

You can test this by starting a new shell with the typical
PS1 used in Fedora, e.g.:

PS1='[\u@\h \W]\$ ' bash

Running F30 with Cinnamon desktop.

Up-arrow a few times, or Ctl-r a couple times, and the cursor and
text get splattered on different terminal lines. All this worked
fine with F29.

Previous commands cannot be edited, because the cursor is not
aligned with any text.

Getting the same results with Mate Terminal, Gnome Termnal and
Terminator.
