No. But you can assign your own shortcuts (look at the settings menu).
Although: while assigning for example Alt+S to split view worked,
shortcuts that involve pressing Ctrl and Shift didn't work for me.

Thanks, I have been bugged by not being able to move the tabs,
Left|Right  worked great.

I just submitted a bug to kde that the key board command
"Shift>+(" no longer works.  The menu command for a split screen

But even in Plasma5 you can move the active tab left or right
using keyboard shortcuts (default being Ctrl-Shift-Left/Right).

It's a feature implemented upstream recently, but not yet included in any 
released version yet.  Target date for release is ~december
