Actually it appears the problem is that Open Office Base: Report Design
has the screen size toggling reversed, opening with a maximized screen
but indicating by the screen size icon that it isn't maximized. When
you click on maximize you actually get a restore down screen.

Hi - just updated to 4.1.11 from 4.1.10 and all appears good so far.
One minor difference, I no longer see a progress bar when exporting an
odb report to pdf.
