In order of reliability, open, and then export to another file format using:
* Microsoft Publisher;
* Zamzar;
* LibreOffice;

Apache OpenOffice does not have built in support for Publisher file
formats, and, AFAIK, that convertor has not yet been packaged as an
extension.
