As of version 4.1.0, a British English language pack gives you the possibility to see the OpenOffice menus translated into British English. It does not include a dictionary. If what you want is to have a British English spell checker, install http://extensions.openoffice.org/en/project/english- dictionaries-apache-openoffice and set the language to English (GB).
