Hi,

there are couple of possible reasons, one of them is that some other
host is considered significantly better than the current one where the
engine VM is running.

This can be caused by cpu load, memory load, gateway ping failures,
storage stuff.. we have couple of checks.

You can check /var/log/ovirt-hosted-engine-ha/agent.log on the hosts,
it might have a clue.
