I don't have any idea what the problem might be.  You may want to report
it on Fedora kernel, the bug may be elsewhere, but hopefully they
redirect you to the right place if this is the case.

I actually had this bug when using RHEL7 profile for a Fedora 24 (to provide 
enough vram, because the default with other profiles is really lower).
