So imgbased is not going to persist them upon upgrade as it persists only
rpms found previously installed.

Was your custom hook packaged as rpm and installed with dnf/yum ?
Can you please share the output of imgbased log from the upgrade?

As per minor upgrade docs:
https://ovirt.org/documentation/upgrade_guide/index.html#Manually_Updating_Hosts_minor_updates



Check the imgbased logs to see if any additional package updates have
failed for a oVirt Node. If some packages were not successfully reinstalled
after the update, check that the packages are listed in
*/var/imgbased/persisted-rpms*. Add any missing packages then run rpm -Uvh
/var/imgbased/persisted-rpms/*.

This step should probably be covered also in all the other oVirt Node
updates flow. CC @Avital Pinnick  on this.

I'm not aware of any changes regarding hooks in 4.4.9. The last significant
change has been done in 4.4.7, where VDSM hooks are no longer included in
node by default and if really needed they could be installed manually:
