[RESULT][VOTE] Release Apache Qpid protonj2 1.0.0-M18

There were 4 binding +1 votes, and one other vote received. The vote has 
passed.


I will add the files to the dist release repo and release the maven
staging repo shortly. The website will be updated after the release
has had time to sync to the mirrors and maven central.

* Built from source and ran tests (mvn clean install) on OpenJDK Java 11 
(11.0.20.1) and OpenJDK Java 17 (17.0.8.1) on Ubuntu 22.04.2

- Checked license and notice files in archives
- Checked licence headers in the source archive (mvn apache-rat:check)
- Built from source (mvn clean install) under JDK 11 / JDK 17
- Ran tests under JDK 11 / JDK 17 (mvn clean verify)

I checked things over as follows:
- Verified the signature + checksum files.
- Checked for LICENCE + NOTICE files in the archives.
- Used "mvn apache-rat:check" to check headers in the source archive.
- Ran the source build and tests on JDK 11.
- Ran HelloWorld example against ActiveMQ Artemis 2.31.2 using the
staged client bits on JDK 11.
