[RESULT][VOTE] Release Apache Qpid protonj2 1.0.0-M20

There were 3 binding +1 votes, and 1 other votes received. The vote has 
passed.


I will add the files to the dist release repo and release the maven
staging repo shortly. The website will be updated after the release
has had time to sync to the mirrors and maven central.

I checked things over as follows:
- Verified the signature + checksum files.
- Checked for LICENCE + NOTICE files in the archives.
- Used "mvn apache-rat:check" to check headers in the source archive.
- Ran the source build and tests on JDK 17.
- Ran HelloWorld example against ActiveMQ Artemis main using the
staged client bits on JDK 17.

* Built from source and ran tests (mvn clean install) on OpenJDK Java 11 
(11.0.21), OpenJDK Java 17 (17.0.9) and OpenJDK Java 21 (21.0.2) on Ubuntu 
22.04.2

* Validated the source signature
* Built from source and ran the tests
* Tested message reception (my specific need) against the following
(pre-configured queues) brokers:
** Azure Service Bus
**   Azure Service Bus ( Over Websockets)
**   RabbitMQ (3.13.0 (1.0 AMQP plugin enabled))
**   Apache ActiveMQ Artemis (2.33.0)
**   Amazon's ActiveMQ (5.17.6)
**   Amazon's ActiveMQ (5.17.6) (Over Websockets)
* Checked connection retry semantics and idle timeouts now work as I expect.
* Tested null bodies no longer poison my queues, which they don't.
