In a browser the image looks fine. But in an email in Outlook 2003 and 2010 the image does not display. Any thoughts? Don't use Outlook? (Which I say while forced to use it myself by corporate requirements.) There's an option for Outlook to show embedded images and it may be locally or globally disabled. I took the image file that Outlook won't display from Tomcat 6 and copied it to a public directory on our web server. I then resent the email to Outlook using the public web location on apache and it displayed fine.
