Usually the problems occurs when u r not configured the webapp
classpath corectly.There can b other reasons also, I am not so
familiar with windows and donno wat's the exact problem

which windows version u r using?
  Usually u can right click on start-controlpanel- system
select the ADVANCED tab then click the environmental variables at the
bottom and enter ur calsspath and all

   You might find my answer irrelevant, but why are you still using 
Tomcat4?  Tomcat 5.5 is a lot easier to setup and run.
