so many thread are blocked

I used command jstack to dump threads of tomcat, and I found that 183
threads are blocked, why?

They're waiting for something to do.  When a request arrives, a waiting thread 
will be activated to process it.  Look at the Connector and Executor 
documentation to learn how to configure things to your liking.
