I think that the problem is caused by the database MySql bc after the
upgrade, I also cann't create a page on Russian.
I will check it on xwiki-enterprise-tomcat8-pgsql.

That’s a wrong statement indeed since the issue could be in the DB. I was 
thinking apt/debian/servlet container when I wrote this and they shouldn’t 
affect the issue but the DB could very well have an impact.

Someone would need to try to reproduce on mysql (going on holidays tonight and 
a bit busy ATM, not sure I’ll have the time to try it today).

Yes, I am sure bc I created a new test VM to give you the step by step
instruction.
Did you use my step by step instruction with Debian8 using apt packages to
install and upgrade xwiki?

btw, I tried to export the Wiki through xar file (7.2) and import this file
to 7.3. I received "?" instead of Russian-titled pages. See the
screenshot.

I found out this occurs only for pages and sub-pages in Russian.

Steps:
1. Install Debian 8.1.
2. Configure apt package manager in order to use stable(7.2) xwiki's
repository (http://maven.xwiki.org/stable/xwiki-stable.list)
3. Install xwiki (xwiki-enterprise-tomcat8-mysql) and configure it (install
XWiki Enterprise Flavor - Main Wiki 7.2).
4. Configure "Navigation" panel:
Administration: Page Elements -> PANELS DISPLAYED ON THE LEFT ->
"Panels.Navigation"
5. Create a root page and its subpage. 
6. Change apt package manager in order to use beta (7.3-MILESTONE-1) xwiki's
repository (http://maven.xwiki.org/releases/xwiki-releases.list)
deb http://maven.xwiki.org releases/
7. Upgrade the xwiki (apt-get install xwiki-enterprise-tomcat8-mysql) to
7.3~milestone+1.
8. Upgrade "XWiki Enterprise Flavor to - Main Wiki" to 7.3-milestone-1 via
"Distribution Wizard"

Btw, after the upgrade, when I try to create a page, I see "??" signs 
instead of Russian letters.

Maybe it’s correct and you have root pages without subpages? (I don’t read 
Russian and I can’t really see from the image).

You didn’t mention your version of XWiki but I’ll assume it’s 7.2. This was 
fixed in http://jira.xwiki.org/browse/XWIKI-12667 (thus is present in 7.3M1 
which has been released last week).
