To be clear, we implemented per-tab Aero Peek with the existing machinery, and it was UI problems (in the UI that Microsoft provides) rather than technical difficulties that sunk it. We'd probably need to write our own imitation of Aero Peek and solve some of the problems that occur when users have large numbers of tabs in order to re-enable.
