Niklas, You'll have to acquire Windows ISOs yourself using a legal method.
Once the ISO is acquired, you can use a project such as packer-windows to very easily create Windows Vagrant boxes. We're trying to make this as "plug-and-play" as possible, and you'll hear more about this in upcoming months.
