Might be a name resolution issue / firewall problem. Certainly seen this before - I would add a hosts entry to the client to see the master and the master to see the client. Also confirm there is not a firewall blocking comms. This technote has not been updated for a few releases but it should give you a good base to start troubleshooting from. The NetBackup troubleshooting guide should have the latest updates.
