If the policy fails to work (and all settings look
correct and the same), then I would start by removing clients and re-adding
them.

Its not easy to identify a corrupt policy - the only way I have
personally found to get around the issue is to create a new one. You could also
try to COPY and PASTE the details from the OLD Policy in to the NEWLY created
policy - if that still fails, you know you have bought the problem with you
:-)

but it turned out we were using frequency with the frequency set too high.
For weeklies, we had it set to a frequency of 1 week, which was falling
outside of the start window; we set it to 3 days and it runs fine
now.

starting.

Schedules are set

What if you create a new policy and add the same clients? Does it 
work then?
Also, assume storage unit the policy is using is correct, online, 
ect.
