I must have missed Hans' post. Pragliola is an interesting character. 
Teaches (taught?) casting with short rods and high line speed (a la 
Wulff). Watched him repeatably cast a fly under a closed door with about 
an inch clearance - something to see. His school is (was?) in central 
Italy.

A couple of guys here in Sweden had pin-on-reels with the same logotype and
remembered the brand.

The winner is... HANS WEILENMANN... with 'ROBERTO PRAGLIOLA'!!!

Just a hunch can very well be enough.

Nick, the one that I have, I bought at a fly swap many years ago. However,
you can make one yourself using a tongue blade and a spring type clothespin
glued to it. It can then be clamped to the front edge of your bench under
the c-clamp. I have made several and have encouraged those in my fly tying
classes to make one. It comes in handy for holding a hackle that is being
used for tails.

Partway down the trail. This is clearly a Regal knock-off of some 
description. A backward a and an upside down and backwards R is an 
intriguing, if somewhat discombobulated, logo.

I'm guessing that Hans will know. Those letters look like they want to stand 
for AK Best, but that could just be a stab in the dark.
