Alright. Sorry for the delay, but here are the settings I use in Adobe Premiere Pro 1.5:
When creating a new project, use these settings (which i then saved as a template)
GENERAL Tab:
Editing Mode: Video for Windows
Timebase: 30.00 frames per second
Size/resolution: 320x240
Pixel Aspect: Square Pixels (1.0)
Fields: No Fields (Progressive Scan)
VIDEO RENDERING Tab:
Compressor: None
Everthing else: leave at default.
Now when you are done your project and ready to export as a WMV, goto:
File Export Adobe Media Compressor
I select WM9 NTSC 256k download preset.
You need to download the Windows Media Encoder 9 from MS's website, if
you do not already have it, so Premiere can use it as a compressor.
Change ther above to better, or lesser quality as you require, but this
one works well for me.

problem is that all those compression settings are written in
Martian (to me).
Feeling a bit pessimistic, I haven't tried Movie Maker yet... I
should. I will. Soon. Gotta get right back in that desk chair and
compress again, right? ;-)
