 Well, it's a short documentary that has to fit three purposes, and one
 actually is for TV. So, in its natural state, it's a little under 15
 minutes long.

Rhett- Follow Michael Verdi's advice... I used the Freevlog tutorials
to compress Kitkast (kitkast.com) and I often had shows between 13-15
minutes. If you follow Freevlog's tutorials, you'll probably get it
down to about 60 MB.

You may also want to consider using BitTorrent if you are regularly
publishing large files.
If you decide to do this, I'd consider using Prodigem.com to host and
serve the Torrents, or perhaps BitTorrent.com since they just launched
a publishing/hosting service too.

I think we need some details:

*What are you using to edit/compress? Is it QT or are you porting it
over from another editing program?

*What was the bit rate that you selected? 
*Did you use one of the pre-formated QT options? Which one?

It is a constant battle to balance file size, quality and audio
quality. 400MB is a bit large, even for those that have true high
speed broadband access.

My battle scars have taught me the higher the bit rate the better the
video quality and the larger the file size. 

*Do you have to have it in stereo? Seriouly, for just spoken word Mono
is fine and that will help to reduce the file size.

Just some initial thoughts but still need more info.

I edited it in Adobe Premiere, made the final cut an uncompressed AVI,
and then used QuickTime to convert it to QT format, as Adobe Premiere's
QT export is sub-par in my experience.

They were the defaults in QT Pro. The data rate just reads automatic

That's a good corner to cut. It's just interviews and crowd noise. No
need for directional sound, so stereo isn't necessary.

First off: 400MB is just too large to be practical. How many minutes of 
video do you have? The good advice is to simply make shorter videos, cut 
stuff up into serials. This is not tv after all. You don't have to fit 
into a 30 minute timeslot. :o)

Limit the data rate to begin with. Depending on what video codec you're 
using limiting the datarate to a number between 300 and 600 kbits/sec.

And while you're at it check the bit rate of your audio. If it's just talk 
you should be fine with 96 kbps in mono.
