VirtualDub does this.  No problem at all.

Problem is since its Open Source, there's at least two or three
versions of it out there.  Best thing to do is Google it.

BTW...Did I mention that ITS FREE? :D

  I am working on a project for a nonprofit and am having a devil of a
  time trying to find some free (or cheap, if need be) software to help
  me with this.

Like I said, VirtualDub will do the job. :D

One more thingIt only works with Windows.  To my knowledge,
there's not a Mac version available.  Just FYI.

I am working on a project for a nonprofit and am having a devil of a
time trying to find some free (or cheap, if need be) software to help
me with this.
