At UConn we will link to YouTube videos with the caveat to the professor that 
should there be any rights issues the material will be taken down without 
notice.

A librarian here at Austin Public Library is interested in screening the 
documentary Mustafa, directed by Can Dundar, 2008. It apparently isn't 
available on DVD but is available on YouTube. Can any of you provide any 
guidance about the permissibility of screening from YouTube?

Well, if you can get the PPR license, I assume the distributor would either
provide you with a file or a DVD. But without the license, you can't really
show any copyrighted film publicly on youtube or elsewhere.
