The developer is TapMedia ltd
It is a free app and will scan qr codes once the camera is aimed at code. In 
the app's settings, you can enable confirmation before opening links.

Hey thanks for this. I finally jail broke for the same reasons. 
For me, it has been small tweeks like this that make me wish I had jailbroken 
my device long ago.

I have been experiencing the same loss of speech. Initially, I was using speech 
at 100 percent. The same thought occurred to me so I reduced my speech rate to 
sixty percent. Sixty percent didn't solve the issue so I tried fifty percent 
and have continued to encounter the problem. I went as far as reseting my phone 
and maintaining speech rate of sixty percent. For me, the issue has persisted. 
Just reference, I am using an iPhone 4 and have experienced this loss of speech 
since 5.01
