Although I have yet to experience it personally, still being on 10.0.2, I don't 
want the new update until they fix the problem with the cursor not moving 
properly in edit fields. As I understand it, I can not move via character or 
word in these edit fields. I potentially use this feature several times a day, 
and it would be a serious step backward for me not to have this ability. If I 
could go back, I would update to the latest update and try it, being that it 
seems to affect some phones and not others, but I can not take the risk.

I don't think you can stop it downloading necessarily, but surely can stop 
it installing   I've not had an iOs force it's wayon
