Correct, text is translated before it is displayed. This is because text always saved as text, not grade II braille. The buffer is not displayed, either in the iPhone, or in blindness specific devices which keep text as text rather than grade II braille symbology. It was not in the Keynote, and anything beta testers discover while actually using iOS8 will be covered by Apple's NDA. In other words, if we didn't find out about it on Monday, no one is allowed to say anything until the official release in the fall. Naturally there will be those who disregard Apple's policies, but discussing anything covered under an NDA is not allowed on this list.
