Right. That's what I had been doing countless times, and that wasn't working. 
It was only that hard reboot suggestion that worked.

Go in to your watch app on your phone and turn off voice over and then turn it 
back on again.  This has happened to me a couple of times and I have tried a 
couple of things but this seems to be the only thing that consistently works

I've never had problems with my Apple Watch, but yesterday, in the middle of 
the afternoon, I felt it do some kind of hectic thing on my wrist. I thought 
perhaps I was getting a text or mail or some thing, so I checked it. It no 
longer spoke nor made any kind of noise.
 I know it still works because it still vibrates, but there's no way of fixing 
it.  I don't know if it is VoiceOver or something else. I went to my settings 
and messed with that, but nothing different happened. Line does anyone have any 
idea of what could be happening? The battery is completely charged, and it 
still does not speak or make any noise.

Right. I knew that, but that wasn't working at all. The only thing that seemed 
to work was that suggestion about doing a hard reboot.

Thank you very much. I don’t know why it didn’t occur to me to try and do a 
hard reset on the watch. I think that is what it is called. Anyway, it worked

Hi,

This is a common problem and is best solved by pressing both the power button 
and the Digital Crown and holding them both in for around ten seconds.  Release 
them both and in a short while your watch should be talking again.
