When I go to the status bar running IOS 17.4.1 I see microphone in use, then I 
tap it and it displays siri and dictation are in use but there is no way to 
clear it. Unless I manually power off the device in settings general shut down.

Are you using Wi-Fi if so try turning that off and then back on again maybe 
it's the Internet connection you could also try turning Siri off and then back 
on again and you might be able to do the same thing with with dictation in 
settings

Whenever I try to use dictation from the keyboard that is onscreen, for some 
reason, it's not working properly as it should. Also, Siri is acting up, just 
hangs when I press the power button but I will try "hey" command next if that
