No, the upgrade process will not override restrictions. The only way past the 
passcode is a full factory restore that will delete all data. This is for 
security in case the device is stolen.

Hi Andrew,

As a last suggestion you might want to call Apple Accessibility and see if
they have any suggestions. I doubt that upgrading to iOS 8 will remove the
restriction. Do you have a passcode on your iPad Mini to unlock it, if so
maybe try entering it to see if it gets you into restrictions.

General, just before Facetime is "Phone" and "Messages".

As far as finding the Facetime app, you can use Spotlight Search. Do the
following:

1. Touch any app on your home screen, then do a 3-finger swipe down to bring
up Spotlight search
2. Type "Facetime" into the search field at the top of the screen.
3. Review the search results in the middle of the screen. If you find
Facetime and it is followed by something like "Utilities" that means it is
located in a folder called Utilities. If it says nothing it means it's on
one of your home screens and not in a folder.

I've been through my home screens that equal 3 several times but can't find it. 
 I run iOS 7..1.2 which is the latest, I believe.  I will go through all my 
folders again.  I asked siri to make a facetime call to a contact but siri said 
that it couldn't do so because I had restrictions on in FaceTime.  I went 
through my settings but I can't find anything to do with facetime there either. 
 I feel a bit of a dummy at the moment.

Are you using iOS 7 on your iPad Mini or is it an original iPad Mini which
is still running iOS 6? The Facetime app was only added in iOS 7.

However, you don't really need a Facetime app to make a Facetime call.
Please note also that Facetime Audio is another feature which was added in
iOS 7, in iOS 6 one can only do regular Facetime calls which include video.

If you are running iOS 7 then maybe your Facetime app was moved to another
home screen or into a folder.
