Hello,
The setting you are looking for is under the verbosity settings for voiceover. 
Open up your voiceover settings and navigate to verbosity. You want to look for 
the one called container descriptions. You want to set this to off and it 
should not say tool bar anymore.

That's probably an element of VoiceOver recognition. There's screen
recognition, text recognition and image descriptions. Screen recognition
can be really problematic but is occasionally useful on apps which are less
accessible. If you have screen recognition in your rotor, you can turn it
on or off while inside apps. You only have to do that once per app. If
that's too bothersome, I tend to suggest people turn screen recognition
off. Image descriptions and text recognition are both generally useful.
