Yes, others have mentioned this where they had to remove other paired Bluetooth 
devices before being able to pair a new one, then the others could pair again.

Please report your findings to Apple.
I would suggest sending your note to 
accessibil...@apple.com and do the feedback 
form at www.apple.com/feedback as I do not 
believe this to be specifically a VoiceOver issue since VoiceOver is not 
involved in standard bleutooth device pairing.
But, it wouldn’t hurt to cover both basis just in case.

Hi folks

A friend of mine gave me an advice to buy the Novodio Travel AZERTY keyboard 
this keyboard is made especially for France or Belgium. And so I did but I 
couldn’t pair the device whatever I tried. Reset the keyboard, reset network 
settings on my phone...

Then I decided to giva it a shot on my old 5s and guess what, it paired 
immediately without any problem.

Then, I decided to delete all my bt devices on my iphone XR manually. There was 
a weird problem. I have a brailnote touch which I even could not delete the 
button to do so was greyed. So I decide to pair that device and after 
sucesfsful pairing I could delete it from my phone and now guess what, after 
turning bt off and on my Novodio keyboard was recognised immediately and I 
could simply pair the device which is now working properly for typing into my 
iphone.
Any ideas what kwirk this is?

the keyboard is a nice foldable onwe which is very small to even take into your 
pocket or jacket when folded.
