IMessages and my number can't seem to activate

 HI guys
I'm having I don't know if it's a problem, thus hope you guys could 
maybe help me out: Since I put in my SimCard onto my 4S from my Motorola 
Moto G 2nd Generation, a message pops up occasionally warning me that 
the Messages required to activate Facetime and IMessage maybe have a 
cost, for which I double-tap the OK button, thus Facetime and IMessage 
is on both, my number and EMail as before. However again days later, the 
same warning message pops up, and you have me again going to see if 
IMessages and Facetime are active with my number, and the message of 
awaiting activation is shown next to where it says IMessage active. When 
I try and activate IMessage and Facetime by deactivating and 
reactivating, a message pops up that an error occured when trying to 
activate, thus there you have me leaving things alone, thus as long as 
IMessage and Facetime is on with my EMail, I figure things work as they 
should? Any ideas of to whose responsability is to activate Facetime and 
IMessage, me or my carrier? because when I had my 3GS, I never 
encountered this pop up! because if its my carrier, maybe I should give 
them a call and tell them I changed from Android to IPhone, or what 
would you guys suggest, or just leave things alone and continue using 
Facetime and IMessage with my EMail and forget trying to get my number 
activated for these services? I mentioned calling my carrier, but when I 
renewed my plan in April, I asked if someday I changed to an IPhone if I 
could have problems, and they said no, thus it's weird! Thanks for info. 
Maybe I'm worrying of things I shouldn't but I guess it never hurts to 
ask, if you guys have had annoyances like these?

Have you checked in your sms text messages for the configuration text holding 
the internet settings off your provider?

It might be an mms attachment, but you do have to run or activate it for it to 
setup, and subsequently work.
You quite often get two messages, one in plain text explaining the other.

Hi Gerardo, to activate I message and face time so that it's associated with 
your phone number, your iPhone sends a text message to a number controlled by 
Apple. When Apple received the text message, it sends a reply text message. You 
don't actually see this message as a user, but the message contains an 
authentication token, which then causes I message and face time to work with 
your telephone number. Apple does it this way to be sure that you really do own 
the telephone number in question.

A couple of things could be happening. First, I would go into settings, phone, 
and ensure that your telephone number there is correct. Assuming that it is 
correct, I would contact your carrier and explain what's happening. Either the 
text message isn't being received by Apple, or Apple's reply to you isn't being 
received. Either way, your carrier may be able to help. Best of luck.
