It often clears up any lingering issues with a new install, it’s no different from rebooting your computer if it gets wonky sometimes. I just upgraded the 6S yesterday, powered it down last night and when I powered up this morning, it popped up to say I needed to finish the setup by setting up Apple pay and keychain. The options are, Not now or Ok. I am going to try tapping on okay and then see if I can opt out on these features. Maybe that will stop the notifications. will report the outcome.
