Goldwave will do what you want, but if you are not familiar with it, take the 
time to read the manual.
There are a ton of keystrokes which are great and the Jaws scripts from the 
Jaws users scripts help a lot and I believe have the list of keystrokes 
separated out.
You can save in quite a few different file types and at the bit rate of your 
choice.

Windows reports the file size as 13,575 Kb which is 13,575 Mb so the 
calculation is pretty close.
If they had used a sample rate of 128 Kbps the file size would be double at 
27.15 Mb

When you hear the prompt to open or save, just tab to the one you want.  Then 
enter on it.

the Save button.
