I did a web search and found a link to the "Navigon" app on the app store; 
which promptly brought up the message, this app is not available.
They said early last year that the app would still have map updates but that at 
some point it will stop functioning.
I removed it from my phone since there are other apps being maintained that do 
as much or more.

The source for the maps could still be getting updates but this isn't 
the same as the app itself being updated. In fact, I found this and many 
other article saying Garmen was pulling the Navigon apps from the App 
Store and the Play Store as of May 14, 2018.

Hi again, everyone,

An addendum to my last message is that it's now not as clear as it used to be 
which states you have marked for downloading. While they are actually 
downloading, download progress is shown, and all the states you have downloaded 
are listed at the top of Map Manager, but if you're just going through the list 
to pick maps to download, VoiceOver doesn't indicate which ones are selected 
for download.

I'd recommend Google Maps, or if in the US, Mapquest; both are free, but 
require internet access.
If you want something with maps onboard, Nearby Explorer, $79.99 is a very good
