Setting ringtones as text tones and vice versa has been available in iOS for as far back as I can remember. They probably just changed it so users would find it easier to find the right tones, but like someone else in this thread said, it causes issues with iTunes tones which may be classified as "ringtones" but may in fact be alert tones. I've reported it through feedback and called apple once 17 officially dropped. This was a on purpose change that I suspect will be rolled back.
