I don't think historical proof always holds true. Yes, previous to last year
Apple would release a new phone, the one from the year became a $99 phone
and the one from 2 years ago went free. Last year, however, Apple released 2
new phones, the one from the year before (the iPhone 5) was discontinued and
yes, the 4S became the free phone.
This year Apple will once again most likely release 2 new phones, one with a
4.7 inch screen and one with a 5.5 inch screen. Many expect these larger
devices to be available in a 128 Gb configuration and theopinions are split
whether there will also be a new 4 inch phone, like an iPhone 6 with a 4
inch screen or whether the iPhone 5S will take that place. If the 5S will
become the new 4 inch phone then will they also keep the 5C around? Oh
well, I guess we will know for sure 2 weeks from next Tuesday, but it is fun
to speculate.

My niece and her husband each got an iPhone 5S 16 Gb about 2 months ago from
Telus and both were free with a 2-year contract, but I think that was
probably a promo of the particular store just as Target is offering this
promotion.

If you don't need the latest and greatest, then this is a great buy.
If you want an iPhone 6, then wait another few weeks. My guess is if
you got the $79 5S and got a new contract or renewed a contract with a
carrier, you likely would not be able to get the new 6 when it arrives
in September.
