I checked and melty tasking gestures is turn on. Any other suggestion would be
greatly appreciated.

You said you went to Settings already, but for the sake of completeness I'll
say it anyway: head into Settings, then check the status of multi-tasking
gestures. As I recall, this option is in the main settings list, not buried in
General or another location. I may be wrong, however.
