I assume if they know of a work-around then they will give you the information, 
I have had this happen to me before, if you are reporting a bug which they were 
not aware of then you usually get the generic answer that it will be forwarded 
to the appropriate team.

Thank you for writing to Apple Accessibility. In our testing, we were able to 
drop an app in a folder on the dock by using the following steps:
After starting Edit Mode, select the app to be dragged and select the Drag 
option
Navigate to the folder on the dock and select the Activate action to open the 
folder
If the folder opens to a blank page, swipe right with three fingers to navigate 
back to the first page of apps within the folder
Select the location for the app and choose the Drop option.

We recognize that this behavior is different from how items are dropped in 
folders that are not on the dock. We will report this issue to the appropriate 
team.
