Hi, Go into settings, general, accessibility, VoiceOver, Rotor. Go through and if something says "selected, then it will show up in the rotor, if it doesn't say "selected" then it won't. My guess is that headings are not selected. There are a lot of other things like links, form controls, search fields, buttons, etc., that you can have on the rotor.
