I have two suggestions for you:

1.
Increase the length of time it takes for an incoming call to be sent to 
voicemail.  In the US, the default time is set to 20 seconds.  However, you can 
call your wireless provider customer service department and request that the 
time be increased up to 40 seconds.

2.
During an incoming call, simply press the Volume Up button, once, located on 
the side of your iPhone.  Doing this will silence the ring tone and allow you 
to touch the display screen in order to get VoiceOver to speak the caller ID of 
the incoming call.

When a call comes into my cell phone, unless I am holding it or have it very 
nearby, I can never catch the announcement.  Whether unknown call or the name 
of a person in my contacts, I fail to know what it said.  Is there a solution?
