The other volume levels are controled using the volume up and down buttons.

 

When I call Be My Eyes, I put the phone up to my ear while waiting for a 
volunteer to connect.  When the connection is made, I take the phone away from 
my ear and position it to point the camera at whatever I want to ask about.

When I am on hold for the next volunteer in Be My Eyes, I hear nothing unless I 
turn the volume up and then I hear the on-hold-music.

When I activated a link for a group call in WhatsApp, I did not hear VoiceOver 
until I raised the volume.

Is this a different volume from Voiceover volume that we control with 
volume-up-/down button? Siri also has a different volume level from VoiceOver 
Volume.

How are these other volume levels controlled?

Sounds like a problroblem with the be my eyes app, and there hasn’t been an 
update to it for a long time!
