If that’s the case, then why does restarting the device solve the problem? This 
has worked on numerous occasions.

I get the same form of delay on both an se running 13.3.1 and my 11 pro max 
running 13.4

I’ve always put it down to a network related delay in their systems connecting 
to the network you’re calling.
