That's because they are two different sorts of apps.  I own both of those apps. 
 I use talking Goggles to read what's on the screens of my washing machine and 
dryer.  They both sit on pedestals and are front-loaders.  When they are 
running, they can vibrate slightly which moves the screen very slightly and 
with a still camera shot it probably be much like trying to hold iPhone still 
wile trying to scan OCR.  I've tried Tap Tap See a number of times and could 
not get it to read the screen at all but talking goggles in video mode can.  
Now on the other hand, I've spent many an hour trying to find stuff that Tap 
Tap See couldn't identify and failed.  I have a wall clock in my living room.  
I thought for sure I got that sucker now.  Not!  Not only did Tap Tap See say 
that was a wall clock, but it said picture is Spartan Wall Clock  I said to 
my sighted son what's a Spartan wall clock.  He said, I don't know dad but let 
me look at the clock.  Then he starts chuckling.  Dad, Spartan is the brand 
name of the clock at the top of the face.  So I moved to my Hammond Organ and 
thought, let me see it get this one right.  Picture is classic Hammond Organ  
So, two different kinds of apps.  Both are must-haves for any blind iPhone user.

  You should try Talking Goggles in video mode if Tap Tap See doesn't work. I 
actually ofind Tap Tap See gave me some kind of identification like Pudding 
or something like that. However, when I used Talking Goggles it told me that it 
was vanilla pudding which was important since I have the exact same packaging 
but as chocolate pudding. /Talking Goggles will do amazing OCR which is 
something Tap Tap See doesn't do.

  So yesterday I was ranting and raving about using Tap Tap See and I used it 
again tonight to identify more cans, bottles and boxes, more shouts of joy. 
There was one bottle of supplements it couldn't read. I have been wanting to 
try face time so did that with my daughter and she was able to tell me what it 
was.

  Also with Tap Tap See, I was able to identify an ATM on the street the other 
day while exploring the neighborhood.

  This iphone is becoming more and more useful every day.
