It is up to the developer of each app to allow Family Sharing or not and 
usually at the end of an app description it states "Family Sharing: Yes" or 
"Family Sharing: No".

You cannot limit family sharing to particular apps. If you enable Family 
Sharing and add somebody they have access to all apps you have purchased and 
who offer family sharing and if they buy apps the main person will be charged 
unless they buy an iTunes gift card and put that credit on their account. If 
they do this any purchases will be deducted from their gift card balance first 
and only if it runs out will the main family organizer be charged.

Second thing, if that family share holder will purchase any application from

owner of the first account. To make it more simple, I have purchased KNFB 
reader, I want to share only this application with one of my family member, but 
not all of my applications.
and if that person will purchase any application, he can easily purchase them 
by entering his own apple id password and money will be deducted from my credit 
card?  Please guide me before I take any decision.
