It is up to the developer of each app to allow Family Sharing or not and usually at the end of an app description it states "Family Sharing: Yes" or "Family Sharing: No".
You cannot limit family sharing to particular apps. If you enable Family Sharing and add somebody they have access to all apps you have purchased and who offer family sharing and if they buy apps the main person will be charged unless they buy an iTunes gift card and put that credit on their account. If they do this any purchases will be deducted from their gift card balance first and only if it runs out will the main family organizer be charged.
