If you are not very familiar with the OCR function of your screen reader, then most likely you will need a sited assistant to help you completing the jailbreak process. Voiceover can be used to enable airplane mode and allow camera access during the process, but the computer interface window is not accessible. Once you're jailbroken, many things will be available at your hands. Cydia store is 100% voiceover friendly as well as many tweeks and apps there.
