I believe you may have the bi-14 Brailliant display from Humanware. If this is the case, Kitty is quite correct, you can try downloading the Brailliant Sync from the App Store. Although, from reading your question, I'd agree with Richard, it would be worth contacting Apple and letting them know as it sounds like something they would need to look at in terms of an iOS feature request instead of the display's vendor. That message is spoken, and for deaf/blind folks using a braille display they get what hearing/blind get. Yes, it is annoying whether using a braille display or not, but I've not found a way to turn it off. This might be a good thing to request from Apple, to make that an optional setting.
