Hello everybody,
I owe everyone on this list a huge apology. My question showed just
how dumb I was. The iPad I bought was indeed an iPad 8th generation
and not the iPad Air. However, if I had paid closer attention, I would
have seen the Home button where I had always expected it to be. I
don't know how I overlooked it, but I did. And, with a few questions
answered, I was able to get my iPad set up. Now, I can use my phone
for some things and not completely wear it out as my universal device.
I will pay closer attention before I ask my questions, because all of
you are very helpful, and you should not have to put up with a
careless mistake like mine. Thank you for being willing.
I will be asking another question, but this is definitely one I can't
seem to figure out.

Yes that's what I thought,

But the air 4 doesn't have an actual home button that we know.

It has a power button with touch id built in.

Which is what I'm thinking it might be 
Or if it's not a new product then one of the older 10.5 inch iPad pro 
Which wont have a touch button.

Apparently this was not a new iPad and so someone had disabled the 
accessibility shortcut or when he pressed the power button/ side switch/top 
switch, whatever it is on that unit, three times nothing happens.
Hence the iTunes solution which can be done independent of any sighted 
assistance.

When you say you "acquired" it, do you mean you bought it brand new or is it 
used? If it's used maybe whoever had it didn't reset it back to factory 
defaults and this is the only time where a triple press of the power button 
will work unless of course later on when it's all set up and you specify that a 
triple click of the power button should turn Voiceover on/off.

I acquired an iPad 8th generation 10 inch, and I'm trying to set it up. This 
one doesn't have a home button either.
I thought that if I just activate it, hit the power button three times, it 
would turn voiceover on. I also tried activating it with Siri, but since I 
haven't been able to connect it to my WiFi yet, this probably won't work.
What's the way to be able to set it up if I don't have someone sighted around?
