This still works for me and I think it is how it has always been or at least 
how I have always done it.

1. Double tap the folder you want to change/edit so it opens
2. Go to the first app (or any app) in the folder and swipe down to "Edit" and 
double tap
3. Now swipe left or if you are not on the first app find your folder name and 
double tap on it
4. You now have a "Clear" button to the right of the name if you want to clear 
the field and the field itself with the folder name can be edited.

Hi folks

If you want to create a folder, the ios system proposes a name but if you want 
another name instead, you could alter that name by going into that folder, 
double click on the name's element and change it in whatever you want.
Nowadays, clicking on that tekst header causes you to close the folder and you 
are back on your main screen.
I find the text header on the left side of the screen where normally the status 
bar would appear. After switching voiceover off, tapping that area and 
switching it back on, I could alter the tekst of the name of the folder. So 
this might be a workaround but you really have to tap on the element very 
precisely which is mostly a pain for blind people.
